LMIA for Employers: A Step-by-Step Overview

Team outside an office

An LMIA (Labour Market Impact Assessment) is how a Canadian employer shows that no Canadian citizen or permanent resident was available to fill a role before hiring a foreign worker. A well-prepared file improves your chances of a positive decision.

Key requirements

  • Advertising the position through the channels ESDC expects.
  • Offering a wage in line with the market and the occupation's NOC.
  • A clear description of the duties, requirements, and working hours.

Building the file and evidence

  • Proof of your recruitment attempts and the responses you received.
  • A rationale for hiring a foreign worker for the role.
  • Corporate documents and the company's tax standing.

Watch out

Inconsistencies between the job advertisement and the employment contract are a common cause of refusal. Keep the two fully aligned.

Next steps

Once an LMIA is approved, the worker applies for a work permit — usually a closed work permit tied to that employer. It helps to plan start dates and relocation well in advance. If none of your roles fit the standard process, some positions may fall under LMIA-exempt categories instead.
