Understanding CLB requirements for Express Entry programs

What is CLB?

The Canadian Language Benchmark (CLB) is a standard used in Canada to measure and describe the English language proficiency of adult immigrants. Language skills are assessed through approved tests including IELTS and CELPIP for English, plus TEF Canada and TCF Canada for French.

CLB Requirements by Program

Canadian Experience Class (CEC)

  • NOC 0 or A jobs: Minimum CLB 7 in all four language abilities (reading, writing, listening, speaking)
  • NOC B jobs: Minimum CLB 5 in all four language abilities

Federal Skilled Worker Program (FSWP)

  • Minimum CLB 7 across all four language abilities (reading, writing, listening, speaking)

Federal Skilled Trades Program (FSTP)

  • Minimum CLB 5 in speaking and listening
  • CLB 4 in reading and writing

CLB Proficiency Levels

CLB 1-4: Basic Ability

Basic ability with familiar everyday expressions and very basic phrases. Can communicate in simple and routine tasks requiring simple exchange of information.

CLB 5-8: Intermediate Ability

Intermediate ability handling common travel situations, work environments, and social situations. Can produce simple connected text on familiar topics.

CLB 9-12: Advanced Fluency

Advanced fluency with complex subject matter. Can understand and produce detailed texts, express ideas fluently, and use language flexibly for social, academic, and professional purposes.

English Tests

  • IELTS General Training: International English Language Testing System
  • CELPIP General: Canadian English Language Proficiency Index Program
  • PTE Core: Pearson Test of English

French Tests

  • TEF Canada: Test d'évaluation de français
  • TCF Canada: Test de connaissance du français

Why Language Scores Matter

Your language test results significantly impact your Comprehensive Ranking System (CRS) score. Higher language scores can:

  • Increase your CRS score and chances of receiving an Invitation to Apply
  • Qualify you for additional points if you have strong scores in both English and French
  • Strengthen your overall Express Entry profile

Test Validity

Language test results are valid for 2 years from the date of the test. Make sure your test results are still valid when you submit your Express Entry profile and when you apply for permanent residence.
